Here is a Flag Making Template for Photoshop that will, hopefully, assist with making simple, quick flags.

Basically, you take a source flag image and position it over the template flags.
No pixel painting, etc…
Just some moving, rotating, scaling, etc.. to get your source flag to “fit” over the template..
Save as .dds, and place new flag into the Graphics/Flag folder
Enter the required lines in the relevant data files and you should be good to go.
